As he is presented in Star Trek: Voyager , he is part of a holodeck program that interacts with children.He and the residents of his forest home, either elemental or nature-based creatures, interact, showing character flaws and presenting the children with problems in logic, math, and social interaction.Besides being in holodeck programs, stuffed toys of Flotter and his friends are available, much like teddy bears are today.
